Implementasi Demokrasi Lingkungan Hidup sebagai Upaya Mengurangi Timbulan Sampah Plastik di Lautan Indonesia

Abstract

As a contributor to marine pollution, the existence of marine plastic litter can potentially disrupt sustainable marine ecosystems in the long term. This article intends to offer the implementation of environmental democracy ideas to relieve marine plastic itter. Environmental democracy is a system of government with the highest sovereignty on the people and places human interests side by side and in harmony with environmental (sustainability) interests. Environmental democracy’s idea as an effort to reduce marine plastic litter in Indonesia can be implemented through, i.e. providing reliable, up-to-date, and accessible information about marine plastic litter; providing active public participation in policies or regulations formulation; the availability of access to justice; and strengthening society’s rights to reduce marine plastic litter. These four components, even though they are read as procedural, are essential in reducing marine plastic litter because the elements of environmental democracy have not been entirely appropriately implemented at the practical level.

Sebagai salah satu kontributor pencemaran lingkungan laut, keberadaan sampah plastik dalam jangka panjang berpotensi mengganggu ekosistem laut secara berkelanjutan. Dalam upaya mengurangi timbulan sampah plastik di lautan Indonesia, artikel ini mendorong diadaptasi dan diimplementasikannya demokrasi lingkungan hidup. Demokrasi lingkungan hidup sendiri merupakan suatu sistem pemerintahan dengan kedaulatan (sovereignty) tertinggi pada rakyat dan menempatkan kepentingan manusia bersanding dan selaras dengan kepentingan (kelestarian dan keberlanjutan) lingkungan hidup. Dalam upaya mengurangi timbulan sampah plastik di lautan Indonesia, implementasi DLH dapat dilaksanakan dengan menempuh empat komponen, yaitu penyediaan akses atas informasi tentang sampah plastik lautan yang akurat, mutakhir, dan mudah diakses; penyediaan ruang partisipasi publik secara aktif dalam perumusan kebijakan/regulasi dalam rangka mengurangi timbulan sampah plastik di lautan; tersedianya akses pada keadilan (access to justice); dan penguatan hak-hak masyarakat dalam rangka mengurangi timbulan sampah plastik di lautan. Keempat komponen ini, sekalipun terbaca sebagai prosedural, penting dalam upaya pengurangan sampah plastik di lautan, disebabkan pada tataran empiris elemen-elemen demokrasi lingkungan hidup tersebut belum sepenuhnya terimplementasi dengan baik.
